Julissa is a multilingual partner and member of the Executive Committee of our firm whose practice focuses on complex commercial litigation, U.S. state enforcement proceedings, international arbitration and cross-border disputes. In addition, she provides strategic advice and risk analysis to U.S. and international clients on cross-border issues management. Her diverse client base includes institutions, corporations and individuals in a variety of industries.
Julissa has a strong background in analyzing and advising on complex cross-border litigation, as well as investigations and disputes before U.S. courts and federal agencies. She has also handled arbitrations under major international rules, including ICC and UNCITRAL, and numerous bilateral investment treaty disputes.
Most recently, Julissa served as U.S. Ambassador to Spain and Andorra, the first woman to hold that position. In her role as Ambassador, Julissa was in charge of a major diplomatic mission involving economic, political, and security and defense issues, working closely with multiple U.S. federal agencies. She was a strong advocate for U.S. companies in Spain and promoted Spanish business investment in the U.S., achieving record numbers. During her tenure, Spain hosted the 2022 NATO Summit and chaired the Council of the European Union.
Prior to her appointment as Ambassador, Julissa served as an advisor to President Joe Biden and Chief of Staff to Dr. Jill Biden, one of the most senior positions in the White House. In that role, she managed a variety of internal and external affairs for President Biden and Dr. Biden. She also served as co-chair of the Gender Policy Council, the first Council of the Executive Office of the President dedicated to gender equity and equality policymaking.
Julissa also served as U.S. Ambassador to Uruguay during Barack Obama’s presidency and as Deputy Assistant Secretary of State in the Bureau of Western Hemisphere Affairs at the U.S. Department of State. In this position, she was responsible for developing comprehensive security and rule of law strategies for Central America and the Caribbean. Prior to joining the State Department, Julissa worked at a major international law firm, where she specialized in antitrust law, international commercial arbitration and international investment arbitration.
