Laura Francia is a Partner in the Public Law practice at Rebaza, Alcázar & De?Las?Casas. She has extensive experience in regulatory matters, urban planning, real estate, bureaucratic barriers, and the management of investment projects. She combines a strong academic background with in-depth knowledge of the public sector, government relations, and the legal mechanisms required to enable and protect private investment.

She regularly advises private companies, investors and concessionaires on complex administrative proceedings, inspections, administrative sanctioning procedures, as well as on the elimination of illegal or unreasonable bureaucratic barriers. Her practice also covers urban planning and environmental regulation, including the unblocking of infrastructure and real estate development projects. She is recognized for a strategic, business-oriented approach focused on preventing regulatory risks and fostering favorable conditions for investment.

Laura has also advised and trained officials from various public sector entities on matters related to general administrative procedure and administrative sanctioning matters. She is currently a Professor of Administrative Law at the Pontificia Universidad Católica del Perú (PUCP).

She is a former member of the THEMIS Civil Association and of the Environmental Law Workshop at PUCP’s Law School, and a recipient of the Thomas Buerguenthal Fellowship, which recognizes students committed to justice and the rule of law.
