Regulations to the Hydrocarbons Sector Law in Mexico
Galicia Abogados - On 3 October 2025, the Regulations of the Hydrocarbons Sector Law (the ‘Regulations’) were published in the Official Gazette of the Federation. The purpose of the Regulations is to clarify and detail the provisions of the recently approved Hydrocarbons Sector Law (‘LSH’) that mainly regulate activities and products associated with the sector, such as the exploration and extraction, marketing, transportation, storage, importation and exportation of hydrocarbons, petroleum products and petrochemicals, among many others. The Regulations entered into force on 4 October 2025.
The Regulations develop concepts established in general terms in the HSL and consolidate regulations that were separate in the previous legal regime, as was the case in the now repealed ‘Regulations on the activities referred to in Title Three of the Hydrocarbons Law’. Notwithstanding the foregoing, there are a considerable number of issues that, in terms of the Regulation, must be regulated at a later date through administrative provisions, criteria, and guidelines to be issued by the Ministry of Energy (‘SENER’) and the recently created National Energy Commission (‘CNE’).
