Luis Palacios, Director of BLP in Venezuela, has more than 10 years of experience in the practice areas of natural resources, mining, energy, ESG, and anti-corruption compliance. He has advised multinational corporations, investors, and international financial institutions in highly regulated industries, combining his legal background with technical expertise as a certified auditor under ISO and OSHAS standards in environmental protection, carbon neutrality, anti-corruption, and occupational health. His practice includes leading environmental, mining, and regulatory due diligence processes in M&A transactions and project financing; designing and implementing anti-corruption programs and regulatory risk matrices aligned with OECD, FCPA, and UK Bribery Act standards; assessing environmental liabilities; and structuring sustainability projects, including license applications and the issuance of carbon credits. He also has experience in environmental, criminal, and administrative litigation. He joined BLP in 2017 as an associate.
