Greenberg Traurig - On October 3, 2025, the Official Gazette of the Federation (the "DOF" in Spanish, for Diario Oficial de la Federación) published two relevant changes for the hydrocarbons sector in Mexico:
Regulation of the Hydrocarbons Sector Law (Reglamento de la Ley del Sector Hidrocarburos): This regulation develops the Hydrocarbons Sector Law (the "Law") and comprehensively regulates the entire value chain of the sector, spanning from exploration and extraction (upstream) activities to processing, transportation, storage, distribution, sale, and commercialization (midstream and downstream).
Decree of Amendments to the Regulation of the Hydrocarbons Revenue Law (Decreto de reformas al Reglamento de la Ley de Ingresos sobre Hidrocarburos): The objective of the "Decree by which various provisions of the Regulation of the Hydrocarbons Revenue Law are amended and repealed" (the "Decree") is to harmonize the regulation with the Hydrocarbons Revenue Law (LIH in Spanish, for Ley de Ingresos sobre Hidrocarburos) and the new regulatory framework derived from the Hydrocarbons Sector Law and its regulation. Furthermore, it strengthens the coordination between the Ministry of Finance and Public Credit (SHCP in Spanish, for Secretaría de Hacienda y Crédito Público), the Ministry of Energy (SENER in Spanish, for Secretaría de Energía), and the Mexican Petroleum Fund (FMP in Spanish, for Fondo Mexicano del Petróleo), by updating the mechanisms for bidding, migration, and revenue control.
