Dubai–Costa Rica Business Council appoints David Gutierrez as President
The Dubai–Costa Rica Business Council has announced the appointment of David Gutierrez as its new President, marking a significant step in the strengthening of bilateral ties between Costa Rica and the United Arab Emirates.
Gutierrez, a Co-Founding Partner of BLP, is widely recognised as a leading legal advisor with extensive experience in corporate law, mergers and acquisitions, and international business. Currently based in the UAE, he brings a global perspective shaped by senior roles at institutions including WilmerHale, KPMG, and the International Bar Association.
His appointment comes at a time of growing economic and strategic engagement between Latin America and the Gulf region, with increasing interest in cross-border investment, trade, and collaboration.
The Council expressed confidence in Gutierrez’s leadership as it continues to advance its mission of fostering closer business, institutional, and investment ties between Costa Rica and the UAE. His international experience and deep understanding of cross-border structuring and advisory work position him to play a key role in further consolidating the platform as a bridge between both regions.

Drawing on his professional background, Gutierrez emphasised the growing importance of international connectivity and trusted partnerships in today’s global economy. "In my professional practice, I have had the opportunity to advise families, investors, and companies on international structuring, wealth planning, and cross-border investments. This perspective has allowed me to witness firsthand the increasing importance of building strong, trusted bridges between regions such as Costa Rica and the UAE."
He highlighted the opportunity to deepen collaboration and unlock new avenues for investment and cooperation between both markets.
"What excites me most is the opportunity to embark on this journey alongside an outstanding group of professionals, deeply committed to strengthening investment, business, and long-term collaboration between both regions. The potential is significant—and very real."
Looking ahead, Gutierrez underscored his intention to work closely with the Council’s leadership and members to expand its reach and impact: "I look forward to working closely with the Board and our members to further develop this platform and contribute to a dynamic and forward-looking bilateral relationship.

The appointment also recognises the contribution of William Reuben Soto, now Honorary President of the Council, for his role in supporting and advising the organisation.
As the Council continues to evolve, Gutierrez’s presidency is expected to reinforce its role as a strategic connector between Latin America and the Middle East, at a time when cross-regional collaboration is gaining increasing momentum.
