Margarita Ríos-Farjat Joins Holland & Knight as Partner

Holland & Knight | Former Mexican Supreme Court Justice Margarita Ríos-Farjat has joined Holland & Knight as a partner in the firm’s Mexico City and Monterrey offices.

Ríos-Farjat served as Justice of the Supreme Court of Mexico from 2019 to 2025, following her tenure as head of Mexico’s Tax Administration Service (Servicio de Administración Tributaria – SAT). According to the firm, she joined Holland & Knight six months ago and has already integrated into its practice.

Luis Rubio, executive partner of Holland & Knight’s Mexico City office, said Ríos-Farjat brings extensive experience in constitutional, tax and regulatory matters in Mexico, strengthening the firm’s capabilities across multiple practice areas.

Roberto Pupo, co-chair of the firm’s Latin America Practice Group, said her arrival enhances the firm’s ability to advise clients on complex legal matters across the region.

Ríos-Farjat advises on constitutional and tax law, administrative matters, government regulation, compliance, tax planning and disputes, financial regulation, arbitration, insolvency and bankruptcy proceedings, international judicial cooperation, and complex commercial transactions and disputes. She also has experience advising companies, universities, judicial bodies and civil society organizations on transparency, accountability, corporate governance, the rule of law and Mexico’s new judicial structure.

Commenting on her appointment, Ríos-Farjat said she joined Holland & Knight to contribute her experience in helping clients navigate complex legal matters while continuing to promote the rule of law, human rights and economic growth in Mexico.

During her tenure on the Supreme Court, she served as President of the First Chamber, responsible for family, civil, commercial, criminal and administrative matters, in 2021 and 2022. She also led the team that developed "Sor Juana," an artificial intelligence tool designed to communicate court decisions in plain language. The project received national awards from the Federal Telecommunications Institute (IFT) and the National Institute for Access to Information (INAI), and was recognized internationally by the United Nations Special Rapporteur on Human Rights.

As head of the SAT, Ríos-Farjat led a strategy aimed at combating tax evasion while promoting tax compliance, transparency and formalization under a framework of fair and equitable taxation.

Before entering public service, she practiced at a global law firm and later established her own practice, focusing on civil, commercial, tax and administrative law, bankruptcy, and transnational litigation, including cross-border service of process and the recognition and enforcement of foreign judgments and arbitral awards.

Ríos-Farjat holds a Ph.D. in Public Policy from Tecnológico de Monterrey, an LL.M. in Tax Law, and a J.D. from Universidad Autónoma de Nuevo León.
