New rules for businesses in Panama
Arias - Consumer protection regulations in Panama have been modified last June 19 by Law 473 of 2025, introducing stricter measures on:
The final price information
The conditions applicable in special sales or baratillos
The charging of parking fees to the public
Following is a summary of the main changes:
BEFORE:
Applied only to establishments selling goods.
Only required to show the cash price.
Cross promotions were regulated (e.g. "buy one and get another with discount").
AFTER:
It is extended to all channels of sale of goods and/or services.
The total final cash price is required, including applicable taxes and fees.
It includes the obligation to respect exactly the advertised price, unless altered by the consumer.
Rounding up is prohibited, and the use of parking lots must be charged by the minute.
Only the cost of financing (in credit sales) may be added to the price.
Tipping is voluntary except for pre-contracted services. It may be suggested, but it must be clearly differentiated in the invoice.
It is reaffirmed that both products maintain the same legal guarantees.
These new rules will come into effect next year, on June 19, 2026.
